Appeal to German libraries drafted by the c. 200 participants of the symposium Jüdischer Buchbesitz als Raubgut (Looted Books from Jewish Property) held at the State Library of Lower Saxony in Hanover, Germany, on 14 November 2002.

Hanover Appeal

of the symposium Jüdischer Buchbesitz als Raubgut (Looted Books from Jewish Property), an event organised jointly by the Parliament of Lower Saxony and the State Library of Lower Saxony in Hanover.

An as yet unknown amount of Nazi-looted library material is located in German libraries.

With their Joint Declaration of December 1999, the Federal government, the Federal States and the National Associations of Local Authorities have requested German libraries to search for this looted property in their collections, to report on it and return the books to the legal heirs.

We consider the implementation of this request to be an urgent task for libraries, library associations, institutions training librarians, and other scientific institutions.

The participants of the symposium therefore appeal to those in positions of responsibility within the German librarianship:
