In her speech Grütters reaffirmed the need for better conditions for provenance research and for restitution to be strengthened and anchored in research, teaching and training. She said that German had long known of the great losses of its Jewish fellow citizens during the Nazi era, but that it had taken Germany many years to develop an awareness of its moral obligation to undertake research and restitution.
