Call for Papers für die Tagung "NS-Raubgut aus dem östlichen Europa in Bibliotheken. Provenienz – Restitution – Forschungsstand" vom 9. bis 10. November in Regensburg, organisiert vom IOS mit Unterstützung des Deutschen Zentrums Kulturgutverluste. Bewerbungsschluss: 25. Juni 2023.

Vor mittlerweile 25 Jahren wurde die Washingtoner Erklärung über den Umgang mit NSverfolgungsbedingt entzogenem Kulturgut verabschiedet. Auch wenn in der Zwischenzeit auf dem Gebiet der Provenienzforschung viel geschehen ist, wurden nicht alle Facetten des staatlich organisierten Raubs mit jener Aufmerksamkeit bedacht, die angesichts des Ausmaßes der Plünderungen zu erwarten gewesen wäre. In Hinblick auf Kulturgutraub im östlichen Europa lässt sich eine Diskrepanz zwischen wissenschaftlicher Forschung und den Ergebnissen bei der Suche nach Raubgut feststellen: Kulturgutraub ist Gegenstand zahlreicher Aufsätze, Sammelbände und Monografien, aber die Provenienzforschung in Institutionen mit dem Sammelgebiet Osteuropa findet meist nur projektbezogen statt und folgt keiner langfristigen Strategie, was zulasten der öffentlichen Wahrnehmung geht.

Die Bibliothek des IOS als wissenschaftliche Spezialbibliothek möchte mit der Tagung den Fokus auf NS-Raubgut in Bibliotheken der Ost- und Südosteuropaforschung richten. Die Tagung soll diskutieren, wie die wichtige Aufgabe der Provenienzforschung nachhaltig verfolgt werden kann. Dazu wollen wir sowohl die Perspektive von geplünderten Einrichtungen beleuchten als auch die Restitutionsbemühungen von Bibliotheken mit Raubgut in ihrem Bestand. Wir laden zu Vorschlägen für Konferenzbeiträge zu folgenden vier Bereichen ein:

• Hintergründe des Kulturgutraubs
  Beiträge beispielsweise zu Organisationen, die am Kulturgutraub beteiligt waren (Einsatzstab Reichsleiter Rosenberg, Sonderkommando Künsberg, Ahnenerbe und andere), zu individuellen Plünderungen durch Angehörige der Wehrmacht und anderer NS-Organe, zu zentralen Umschlagplätzen von Raubgut wie der Preußischen Staatsbibliothek, der Österreichischen Nationalbibliothek oder der Publikationsstelle Wien, zur Rolle von persönlichen Bekanntschaften und Netzwerken bei der Verteilung von Raubgut.
• Restitutionen und andere Werkstattberichte
  Beiträge zu Antiquariaten und Auktionshäusern, die eng in den Handel mit Raubgut verwoben waren, zum Umgang von Antiquariaten mit verdächtigen Provenienzen, zu Provenienzrecherchen, zu Erfahrungen mit Restitutionen sowie die Erfahrungen bereits abgeschlossener Projekte aus dem Bereich Provenienzforschung und Restitution.
• Provenienzforschung zu Nicht-Buch-Materialien in Bibliotheken
  Als besonders stark beforscht gelten Kunstwerke in Museen und Bücher in Bibliotheken. Wenig Beachtung haben dagegen andere Gattungen wie Landkarten, Plakate und Filme erfahren. Diesen Materialarten soll mehr Aufmerksamkeit geschenkt und zugleich verhandelt werden, inwieweit sie eine spezielle Rolle als Hilfs- und Propagandamittel im nationalsozialistischen Vernichtungskrieg gespielt haben.
• Situation an Bibliotheken der Opfer und der Täter: Von einer nachhaltigen Provenienzforschung und der Bedrohung von Kulturgut in der Gegenwart
  Vor dem Hintergrund des russischen Angriffskriegs auf die Ukraine sollen die Opfer in den Blick genommen werden und zu Wort kommen. Von Kulturgutraub betroffene Einrichtungen haben Erfahrungen durch Plünderungen gemacht, einige aber auch Raubgut zurückerstattet bekommen. Wie wird mit Verlust und Restitution umgegangen? Nach über zwei Jahrzehnten systematischer Provenienzforschung sind nur wenige Stellen in Bibliotheken des deutschsprachigen Raums verstetigt. Welche Strategien werden für die Nachhaltigkeit dieser Forschung entwickelt?

Alle interessierten Beitragenden sind eingeladen, ihre Vorschläge für einen Vortrag (300—350 Wörter) mit Titel, vollständigem Namen, E-Mail-Adresse, institutioneller Zugehörigkeit und einer Kurzbiografie (ca. 100 Wörter) in einer pdf-Datei bis zum 25. Juni 2023 an die folgende E-Mail-Adresse zu senden: provenienzforschung@ios-regensburg.de.

Die Teilnehmenden werden bis spätestens 15. Juli 2023 über das Ergebnis des Auswahlverfahrens informiert. Für Eingeladene werden die Kosten für die Unterkunft in Regensburg (zwei Nächte) übernommen. The Washington Declaration on how to deal with cultural property confiscated as a result of Nazi persecution was passed 25 years ago. Even if a lot has happened in the field of provenance research in the meantime, not all facets of the state-organized robbery were given the attention that would have been expected given the extent of the looting. With regard to the theft of cultural property in Eastern Europe, a discrepancy can be identified between scientific research and the results of the search for looted property: The theft of cultural property is the subject of numerous essays, anthologies and monographs, but provenance research in institutions with the collection area of ​​Eastern Europe usually only takes place on a project basis and follows no long-term strategy, which is at the expense of public perception.

With the conference, the library of the IOS as a scientific special library would like to focus on research into Nazi looted material from libraries of East and Southeast Europe. The conference aims to discuss how the important task of provenance research can be pursued in the long term. To this end, we want to illuminate both the perspective of looted institutions and the restitution efforts of libraries with looted items in their inventory. We invite proposals for conference papers in the following four areas:

    • Background to the theft of cultural property

Contributions, for example, to organizations that were involved in the looting of cultural property (Einsatzstab Reichsleiter Rosenberg, Sonderkommando Künsberg, Ahnenerbe and others), to individual looting by members of the Wehrmacht and other Nazi organs, to central hubs for looted goods such as the Prussian State Library, the Austrian National Library or of the Vienna publication office, on the role of personal acquaintances and networks in the distribution of looted property.

    • Restitutions and other workshop reports

Articles on antiquarian bookshops and auction houses that were closely involved in the trade in looted property, how antiquarian bookshops deal with suspicious provenances, provenance research, experiences with restitutions and the experiences of projects that have already been completed in the field of provenance research and restitution.

    • Provenance research on non-book materials in libraries

Works of art in museums and books in libraries are considered to be particularly well researched. In contrast, other genres such as maps, posters and films have received little attention. More attention will be paid to these types of material and at the same time the extent to which they played a special role as auxiliary and propaganda tools in the National Socialist war of extermination will be discussed.

    • Situation in the libraries of the victims and the perpetrators: on sustainable provenance research and the threat to cultural assets in the present

Against the background of the Russian war of aggression in Ukraine, the victims should be examined and given a chance to speak. Institutions affected by cultural property robbery have experienced looting, but some have also had stolen property returned. How are losses and restitution dealt with? After more than two decades of systematic provenance research, only a few positions in libraries in German-speaking countries have been established. Which strategies are developed for the sustainability of this research?

All interested contributors are invited to submit their proposal for a paper (300-350 words) with title, full name, email address, institutional affiliation and a short biography (approx. 100 words) in a pdf file by June 25th 2023 to the following email address:  provenienzforschung@ios-regensburg.de .

The participants will be informed of the result of the selection process by July 15, 2023 at the latest. For those invited, the costs for accommodation in Regensburg (two nights) will be covered.
